The European insurance sector remains on stable footing despite growing geopolitical uncertainty and an increasingly challenging cyber threat landscape, according to the latest risk assessment from the European Insurance and Occupational Pensions Authority (EIOPA).
In its July 2026 Insurance Risk Dashboard, EIOPA said the overall risk environment for European insurers remains stable at a medium level. The assessment reflects a sector that continues to be supported by solid capital positions, stable liquidity and high-quality investment portfolios, even as several external risks have become more pronounced.
The regulator's assessment of macroeconomic risk remains unchanged at medium, but the outlook has deteriorated. EIOPA said recent geopolitical tensions are adding downside risks to an economy already facing weaker growth and higher inflation expectations.
Market conditions tell a similar story. Risks moderated through the end of June, but EIOPA cautioned that renewed geopolitical tensions and volatility in commodity markets have worsened the outlook. The authority also said elevated asset valuations continue to leave markets vulnerable to a broader correction.
Credit risks remain stable, supported by insurers' holdings of high-quality assets and broadly unchanged fundamentals. Even so, EIOPA said higher financing costs and vulnerabilities in private credit markets warrant continued monitoring.
The industry's core financial position also remains largely unchanged. Liquidity and funding risks continue to be supported by stable cash positions and liquid assets, while solvency and profitability risks remain at a medium level, underpinned by broadly stable capital positions despite mixed profitability indicators.
Insurance underwriting risks were likewise assessed at a medium level. EIOPA said strong premium growth continues to support the sector, although some deterioration in loss ratios and uncertainty surrounding war- and trade-related coverages remain areas of concern.
Environmental, social and governance risks showed little movement. The authority reported a modest increase in insurers' holdings of green bonds and little change in climate-related exposures.
The most notable change in the latest dashboard came in digitalization and cyber risk, which EIOPA now assesses as high. The authority attributed the increase to developments in frontier artificial intelligence, heightened geopolitical tensions and elevated cyber underwriting exposures. While most risk categories remained broadly unchanged from previous assessments, cyber risk stands apart as the area where EIOPA sees pressure continuing to build.
For European insurers, the latest dashboard presents a picture of resilience rather than complacency. The sector's financial fundamentals continue to provide stability, but the concentration of risk around cyber threats and geopolitical developments suggests the external environment is becoming more demanding, even if the industry's overall risk profile has yet to materially shift.
