Low rivers and unusually warm water are beginning to take electricity generation off the table in parts of Europe, just as summer heat is putting the power system under pressure. Yet for all the strain showing at its edges, the continent’s grid is holding.

That is what the Electricity Coordination Group said, which convened an ad hoc meeting as heatwaves and drought continued to affect parts of Europe. Experts from the European Commission, EU countries, Ukraine, Moldova, the Energy Community Secretariat and the European Network of Transmission System Operators for Electricity, or ENTSO-E, found no short-term adequacy risks to electricity supply.

The reassurance came with a qualification that matters for anyone responsible for operational resilience. Conditions are expected to remain tight over the coming week.

In some EU countries, low water levels or high water temperatures have already reduced electricity generation. The Commission did not identify the countries affected or quantify the lost output, but the constraints show how an extreme-weather event can work its way through infrastructure in less obvious ways. Heat does not merely increase pressure on electricity demand. Drought and warmer waterways can simultaneously restrict parts of the generation system expected to meet it.

That combination is what makes the current conditions worth watching beyond the energy sector. There is no immediate supply crisis, according to European authorities, but there is less room in the system to absorb additional disruption.

So far, Europe has been able to manage those constraints partly because its electricity system does not stop at national borders. Coordination among EU countries and the single electricity market are allowing power to flow toward the regions where it is most needed. From a resilience perspective, localized generation problems do not automatically become localized shortages when capacity elsewhere can compensate.

Solar generation has provided another buffer. Strong output during the central hours of the day has helped ease pressure on electricity prices at a time when other forms of generation are being constrained. But abundant electricity at noon does not solve the problem of what happens after sunset.

The Electricity Coordination Group pointed to storage as critical to carrying excess generation from peak solar hours into the evening, when consumption rises while solar output falls. The distinction is becoming increasingly consequential as solar assumes a larger role in the power system. Generation capacity alone says relatively little about resilience if the electricity cannot be shifted to the hours when the system is under its greatest strain.

Demand can move, too. The group highlighted voluntary measures used in some EU countries, particularly Hungary, as evidence that reducing or shifting consumption can help when the margin between generation and demand becomes narrow. In a system being squeezed by weather, demand flexibility becomes another layer of protection rather than simply a conservation measure.

Those mechanisms help explain why the European grid can be under pressure without being in crisis. Cross-border flows provide geographic flexibility. Solar generation adds supply. Storage can provide flexibility across time. Demand-side measures can reduce pressure when neither additional generation nor imports are enough on their own.

Preparing for a Different Kind of Supply Shock

ENTSO-E told the group that transmission system operators are preparing for the solar eclipse on Aug. 12, when solar generation is expected to fall during the event. Unlike the heat and drought, the eclipse is temporary and predictable. That makes it less an emerging risk than an exercise in preparedness: operators know the disruption is coming, know which source of generation it will affect and have time to prepare the wider system for the change.

Its timing is nevertheless notable. Solar power is already helping compensate for pressure elsewhere in the European electricity system. A temporary reduction therefore arrives while the underlying generation-demand balance is expected to remain tight. The Commission said it will continue monitoring conditions across Europe, support coordinated action where necessary and maintain regular communication with EU countries, ENTSO-E and the Energy Community Secretariat.

For businesses dependent on reliable electricity, Tuesday’s assessment is reassuring without being a reason to look away. There is no short-term adequacy risk, but the conditions producing the current strain (heat, drought, constrained generation and periods of tight supply and demand) are precisely the kind that test assumptions buried inside business continuity plans.

Europe’s electricity system is demonstrating the value of redundancy, coordination and flexibility before an emergency requires them. For risk managers, that may be the more useful signal in a week when the lights are still on.
